Interveiw date in Hindi / Punjabi

Please help:

I had tried for many weeks to get hindi/punjabi visa interveiw date for my mother at New Delhi US embassy but was not able to do so. So I took english appointment date, since some one told me that they can give the preffered language on interveiw date at New Delhi embassy. Now today they have not taken her interveiw, returned her passport and kept back D156, 157 and HDFC Recipt. I am in USA so cannot help her in person. My rest of VISA form formalities were complete:

Please help me with the following:

1. How can i get VISA interveiw date in Hindi/Punjabi, is it keep on trying again and again vfs site or there is some alternative

2. Is her VISA, under current circumstances considered rejected / denied

There is only way, keep trying on the vfs website, no alternative way. You paid the price of ignoring whats written on vfs website and listening to 'smone' that you can request an interpreter on the interview day by losing one chance.
