Bringing my in laws to US in B1/B2

Hi all

I have been in US for past 1 year(H-1) with my wife and kid(H-4). My parents are planning to come US after an year or so due to unavoidable circumstances. So planning to bring my in-laws first.

Here is the issue... My in-laws are my wife actual dad and mom. My wife was adopted when she was 16 yrs old by them (they are not relative too). So currently we dont have any proof which says they are the Guardian/adopted parents.

How can we process their visa? please guide me for B1/b2?
can any one give suggestions for my questions?

Was the adoption done through a legal process? If not, did she just start to live with them?
