Question about Chennai Visa process

couple of questions:

Regarding "As of February 1, 2008, all applicants who paid their application fees in 2007 for $100 should bring a nonrefundable demand draft for the fee difference of $31 (Rs. 1302/-). "..

1. Does this need to be taken when applicant appear for interview only?
2. Can I make an appointment with $100 application fee receipt and ask my parents to take Rs1302 equivalent DD at interview day?
3. Does this need to be taken from HDFC bank only or any non corporate banks?
4. I thought they revised in Oct'07 back to 4000. So If someone had
taken receipt after Oct '07 (it was 4200 between may and oct), should
they get additional Rs1502 now (as the current MRV is 5502)

Also, for ties with India, if my brother is working
in Bangalore but currently on a project outside india (but not
US), should my parents say that he is in India or other country (if VO ask them about my sibling). I understand
one should not lie but how can they find out about this?
