Please suggest- mom's name different in my birth certificate than her passport

Hi,
My mom's is retired school teacher. On all her papers(bank, property and her passport) when she signed she put her name as " Krishna " (in hindi). On my passport and birth certificate her name is " Kishna". She applied for visitor visa(by the name on my passport and birth certificate as "Kishna" i)n Dec 2007 but got denied because I am the only child. Now again I'll be appplying in July. Can she need to change her name on her passport before applying or ....... I am confused:

... name on the passport and HER birth certificate match, she's OK.

The reason for denial may not be what you might have guessed.
