Hi,

My father is a doctor, but he retired from service after a permanent hand injury. Do you think it would be difficult for him to get a visitor’s visa to USA as he is qualified but not working?

Assuming everything else is right, I don't see why they would reject your father just because he does not work. Everyone has to prove the VO that he/she will return to the home country by proving ties (property, family just to give some examples).
