Multiple Visitors Visa

Please I will be very grateful to have the information of how to go about having visitors multiple visas in US. The applicant came with a single entry and she wants to make a trip to Canada, can she apply for a multiple visitor’s visa in the US before visiting Canada?

Please advise.
