Lost Passport With Valid Visa

Hey Friends,
My Dad Lost His Passport With A Valid 10yr Visa.
If He Applies For New Passport, Will He Get The Visa Again Or Should I Start From Scratch Again.

Please Answer, Thanks In Advance.

Should start all over again. But the fact that he had a visa granted earlier will most likely work in his favor.
