Is i-134 helpful for people who are not dependants of people residing in the States??
eg - I am a doctor living in India, planning to visit the US (with finanical help from my father if necessary). My sister is there in the States - should I ask her to send the i134?
If she sends it, should she send it to me or to the embassy? - according to the uscis
the i 134 should be sent to the embassy, but many people have stated that they have taken it by hand - is that permissible?

You should NEVER send it to the embassy or USCIS. You need to give it to the person whom you are sponsoring.

Those instructions that ask you to send to embassy are quite obsolete and are from the time when I-134 was used also for sponsoring people on greencard, before I-864 came in existence.
