Applying for H1 Visa - Help Needed

In May 2008 I appeared for a Visit Visa- B2 to visit my brother in the US. I was refused Visa, reason being 'no strong ties in India' and 'need to established myself a little more'.

If I reapply is there any chance of getting a B2 Visa? Will I get the same VO again? Or another VO ?

I am also considering applying for a H1B Visa. Will the B2 denial have a bearing on my H1B application?

Unless the situation has changed. You have new/stronger ties to your country, then there is no point in re-trying again so shortly. You may get the same VO, but even if it is someone else, the first interview and denial are recorded in the computer and if you show up with the same documents, you will be denied. Wait 3-6 months before trying again.
