Can I use my B1/B2 visa to go to Los angeles to visit my friend and apply my canada work permit in the Canadian embassy Los Angeles? Thanks

thanks for the reply. It says on the Canadian Embassy in the US you can apply at their office even on a b1/b2 visa with a valid I-94. Are you saying its not permitted based on the restrictions from the US tourist visa itself?
