Visitor Visa refusal, wife US citizen

Dear Sir/Madam,

I would like to inform you that my husband is USA citizen and presently he is living and working in Pakistan while I am not a USA citizen and have not yet applied for USA immigration. As I am a permanent employee and would like to avail International ticket facility given by my employee.

Sir, I had appeard for visit visa for USA in the month of June 12,2007 and December 17,2007 but they did not give the visa to me. I am again interested in visiting America to meet our relatives, such as step daughter , sister-in-law , and nephews.

Please inform me whether I should apply again because I spend a lot on visa expenses.
