Passport and B2 Visa damaged - Please suggest

My mother-in-law's passport and B2 visa got damaged (photo on the visa page faded slightly but everything remains intact) as the passport was washed out in a car accident.
At the immigration clearance the officers told her to get the new passport and visa and the trip got cancelled.

Question is

If she can secure a new passport thru Tatkal option, should she go thru Visa appointment for stamping again?

Yes ... it's in your best interest to get the visa stamped again on the passport.

I am not sure but you may not have to pay the full fees and there won't be any interview. Check it out.
