Can L2 (EAD) Working apply for parents visitor Visa

Hi,

I would like to know if my wife who is on L2 with EAD status and working apply(I 134) for her parents Visitor visa?

Parents have to apply for their visa on their own. The sponsor can be anyone. It is not so important.
