Converting travelers checks in Chennai

Hi,

My mom has $6000 in travelers checks in Chennai. I want to find out if I can transfer all of it to Indian rupees at some place in Chennai?
She tried many places most are giving abysmal (< 42) exchange rates or saying they will exchange only $1000 at a time.

I do not think 42 is abysmal. The agents will always buy at a much lower rate than they will sell. She could also try her local bank. Or the agent she bought the TCs from.

What did you expect them to cash it at? Rs 44.7? That is how it works when it comes to foreign exchange.
