Visa Rejection

My mom and dad went together for there visa, my mom got her visa but my dad did not have his employment verification letter so he gave back my dad's passport and asked him to email it to the consulate....what does that mean, is his visa rejected or will be considered after they receive the document.

What should be the duration that would be best for me to re apply for his visa appointment again.
