Visitor Visa Q.

Hi,
I have a question about the probability of getting a visitor visa.
I am considering the option to get my brother on a visitor visa. He owns a business (opthalic shop) and certied in opthalmic diploma course. He is 38 with wife having a govt job and kids.
What is the possibility of him getting a visitor visa ? If it is rejected, will it impact his other visa applications (say, we go with H1 later).
