Urgent information needed on visa fees

I have recently paid the VISA APPLICATION FEE of 6550 and the VFS service charge of some 381 Rs for both my Mom and Dad. I just saw that there is some other fee called VISA ISSUANCE FEE. Can you please kindly let me know if I need to take a DD for this fee when they go for the interview? How much is the indian rupee amount for this? It was written in IMMIHELP.COM that if we have yellow identity certificate this fee is waived off. Can you please let me know what this certificate is and how we get that?
