Applying for parents visa while in India

Dear Sir/madam,

I have a H1B visa, I was in USA for 1.5 years. Now I am in India for couple of months, and I might go back to USA soon. I had 2 questions
regarding getting visitors Visa for my parents.

Can I apply for my parents Visa when I am in India? My fathers name in his passport is spelt different from my passport, is that going to matter? Should I get it changed?

1. I am not sure what you mean by you can apply for your parents visa. They have to apply themselves.

2. That's ok, unless it is totally different.
