I hope that you are doing well, I am from Iraq/Mosul and I worked ( and still working) with the US Army and the PRT/Ninawa (department of State), I and my wife visited the US in a voluntary program for the Department of State, when we left the US from NY in 22 Aug. 08, I asked the Sgt. who was standing at the departure about the I-94, she told me that the departure depends on the (boarding pass), and I asked her three times, then she told me that she know the rules better than me, and since it was my first visit to the US, I didn't know about the proper leaving procedure, so I asked my escort (who was assigned by the Dep. of St.) and he told me that it is OK and the departure depends on boarding pass, so when I returned to Iraq, my friends in the PRT/Ninawa told me that I have to send back the I-94, or it will affect any future visa application to the US.
