what if we only provide 1-134 for supporting document?

my husband is applying to invite my mother for visitors visa .. but he believes that only providing and notorizing affidavit of support I 134is enough .. becuse he says he is showing his documents to notory officer .. so he dont need to provide it US consulate again.becuse notory officer will check the document... I tried to convience him alot of time but he said i am sending invitation letter and a notorized form .. so thats enough .... tell me what is right?
