How many times can one come in a year on visitor visa. Is there any rule that a tourist can come only once and if not then is it considered the calender year or fiscal year.

The only "rule of thumb" is that a visitor should try not to spend more than 6 months out of 12 (in a rolling time window, not fiscal year, but any 12 months from the month of the 1st visit).
Example: If I hold a 10 year multiple entry B1/B2 visa, then I can come in January 2009, visit for 2 months, come back in July 2009, visit for 1 month, and finally come back in October for 2 months. I would have spent 5 months out of 12 months visiting the USA.
