Tourist visa for my sister

My sister supposed to arrive today from port entry at Minneapolis with my father. The immigration denied her entry and both of them ended up went back home to my country. My question: Is it true she won't be able to go back to US for visit for 10 years due to denied entry to US?

Depends on why they were denied entry...
