Are Canadian PR subject to 3/10 year bar?

Hello everyone.

My friend has been out of status in the United States for over four years and she just got her Permanent Residence in Canada. Would she be able to enter the US or as a Canadan PR is she still subject to the 3/10 year bar. Thank you for all your replys.
