Delivery in US on my own cost

Hi, is it possible to go to US for delivery with a non-immigrant visa and pay for the delivery? I'm not going to stay in the US longer than 2 months, and not going to apply for low income insuranse (or smth like this), because I work in American company in Russia and my income is high enough to pay for myself, but I want my future child to get american citizenship in the future, because of unstable financial situation in Russia. What is approximate cost of the delivery and what state/place is better for this?

He means that authorities will be able to see through your plans and deny you a visa to visit US. Economy is same everywhere. Moreover, it originated from here, in US !!!
