Visitor visa for wife's brother (26 yrs of age)

Hi,
What are the chances of getting visitor visa for brother-in-law (wife's brother)?

Here is my situation
- My brother-in-law is 26year old (engineering graduate)
- He would like to visit US with his wife and 1 year old son
- He owns a business (Not enough income to support his trip, I'm sponsoring them)
- Never employed in India
- Can show strong ties in India (Real estate, business which he shares with his father, family ties such as father retiring soon, child education)

I would like to know
- What are the chances for him to get visa
- What can be done to increase the odds of getting the visa (I mean, what kind of evidence will improve the chances)

The case here is legitimate, he doesn't have any plans to settle in US

Any help will be greatly appreciated.
