Visitors visa for sister who is a student in India

Hello,

I would want to get my sister who is a final year engineering student to visit us in the US. I was wondering if it is a good idea to file for a visitor's visa and what are the chances of her getting it. Do they even issue visa to such young people? I an afraid they will reject it. At the same time i dont want to sabbotage her chances of a student visa incase she applies for higher studies in the US. Please suggest.

Do not attempt. 99% chances of a rejection and that means, F1 chances are automatically ruined.
