regarding visa for a new born baby

This is for my friend who is presently in India.Her husband is a student (F-1 status ) and she also has a visa..She went to India for her delivery and now wants to come back...I wanted to know whether it would be difficult for the baby to get visa and also How old should the baby be to be able to travel to USA???Are there lots of formalities for applying for baby's visa??
