Visitor Visa in Singapore - US Consulate

Hi All,

I work in US. I am planning to sponsor my brother to Visit USA. He is right now doing his masters in singapore. Should he attend the visa interview in india (home country) or singapore ?

wht are the chances of getting visa approved if attending the interview in singapore ?
