Parents got rejected twice in two weeks

>My parents got rejected twice in june.first time my uncle sponsered for them and second time I being on H1visa sponsered them but they got rejected coz immigration people were saying to my parents u r not telling truth it is not your daughters marrige but it was infact my marrige but now as we have marrige license of same day and everypapers supporting that my wedding was on same day.now can my husband reapply for them.coz he is on H1 too and earning a good salary.
>Please help when can we reapply?and what is the best way they could get a visa?

Did they have to pay $100 fee both the times or just once? What was the rejection reason (214B)

$100 is application fee. Have to pay every time you apply
