B2 Visa paper submission Time frame?

Hi,

I am going to call my wife and my mother to US. I know, for H1 visa extention, I need to give my papers at least 5 days in advance.
Is there any rule, by when should I submit my papers for B1/B2 and H4?
I am not able to find any links, which explains, me this.
