VISA Stamping Date - Postponed Twice

My parents visa stamping date was postponed twice for different reasons and now they are ready to go for a visa interview but the online system is not allowing to book a new visa stamping date immediately. They need to wait another 60 days (total 90 days from the earlier cancellation date) before booking another appointment.

Can they discard the current HDFC receipt and get a new HDFC receipt by paying visa stamping fees again and get an earlier appointment date?
