how do u make the consular see all doc

any tips on how to make the consular c ur documents?i heard first u have to submit ur papers at a counter before going to interview,the lady gives back some of them.how do we pursuade her to take what we feel is necessary.
when my mom was abt to give the papers during interview the interpretor said its not necessary!!!!!!!
whats going on.why do they do like this !!!!

There is nothing you can really do. It is up to them. If they are not willing to see something, that means it does not matter to them what is in there. They might have already made their decision based on something else like your mother's previous answer, way of answering etc.
