Parents visa rejected twice -help needed

Hi,
My parents visitor visa was rejected twice. Once in 2004 and second time in 2005. First time my father was self sponsoring their trip. Second time I was sponsoring this trip. Both the times the visa officer asked my father's income and rejected the visa. How should be approach this the third time?

Any help will be greatly appreciated.
