Can US citizen's wife get B2?

My wife is 1-month pregnant in china and I am a US citizen. Never apply any immigrant visa.
Would like her to deliver baby in the US for obvious reason.
Can she get B2 now?

I-130 takes a year at least and K-1 takes 9-months, if
I have not mistaken.

No, she can not get a B2 visa to deliver a child in the USA.

My friend from India told me that he(US citizen) applied I-130 for his spouse in India and it was real fast, like done in
a month or so.
Is that true and if same thing available for China and/or HK?
