Visitor Visa for my mum

Hi All:
My parents got a One year multiple entry visa to the US in 2006. They stayed only for 4 months and went back. But now only my mum wants to visit me in the US in march. Can she apply for an extention or should I prepare a fresh application for it?

2) I was in india for the last two years but visiting US every 180 days to keep my green card going. Now i have come for good. So will this affect me applying for her if I have to prepare a fresh application for visitor's visa.
