H1B - Expire - Vistor Visa

My H1b expires Oct 2004. I can get further extension for about 6 months. I have filed for GC and the application is in the labor process.

Now I want to apply Vistor Visa for my Mother-in-law who intends to come next month.She was rejected the visa 2 years back -- no reason was given.

Is there a porblem .. should I send my GC application or something like that.
