Urgent question on dropbox eligibility criteria

Hello,
Please help me with the following questions -
Question 1
My parents were given a 6 month visitor visa from June 3 to Dec 3 2003. They visited USA during that time and did not overstay. They want to apply for visitor visa again, to visit next month. (Father above 60 and mother below 60). Since my mother doesn't qualify for dropbox because of her age, please let me know if they both qualify for the below criteria based on the above details.

Dropbox Eligibility Criteria.
A. You are renewing or replacing a visa of the same
category provided the previous visa has not been expired for more than twelve months (i.e.,365 days).

Question 2
How long is Chennai consulate taking to issue visas through dropbox ?

They both can apply for drop box as their visa expired less than 1 year back.
