Tourist visa for Government school teacher

My mom is teacher at government school.
My mother is not having NOC from her CEO office.
Will leave approval from school Head Master work?
When my father and mom going together, for some reason if my mom visa is rejected, will it affect chance of getting VISA for my father also?

That will work fine. In most tourist visa cases, either both are approved or denied.
