urgent:can we re-apply through drop-box

Parents,dad(62),mother(52) and sister (23-mentally handicapped) attended interview 5th april '04,at mumbai consulate.visa rejected under 214b.Consular officer asked my dad what was his income before he retired,my father had all papers but didnot hear /comprehend properly,so didnot show his papers.The consular officer did not question my mother(she is employed & was carrying her NOC,etc) and my sister.
-Can my parents re-apply through drop-box,I read somewhere that those rejected under 214b,can re-apply through drop-box.
-Is there any option for my dad, who is a little hard of hearing,can my mother answer the consular officers question ,on my dad's behalf as well.
-What are the other options?

They have to apply in person.

Your mother can request that your dad is hard of hearing and that she will answer questions.

Thank you very much for the prompt response,but I had one more query.
Can they use the same sponsor documents,including the affidavit of support,bank statements,incometax returns & sponsor letter,etc.Except the affidavit of support,nothing was seen by the consular officer.Do I have to send everything again.

I want to know about the rule,that says that after visa is rejected second time, we cannot re-apply till 2 years,is that true,I heard they have changed the rule,now,we can re-apply how many ever times we want
