I-94 - Port of entry

I and my wife are planning to visit usa to join our son in Fargo (North Dakota) from Mumbai via Frankfurt, Chicago or Atlanta, Minnepolis or Newark, Minneapolis.

Pl advise me which is the port of entry to obtain I-94 form
