I finished graduate studies in the USA and am now working on OPT. My brother tried to come to the USA in 2002 as a student from Chennai, India and was denied a visa. He resubmitted his application again for review, in the next 15 or 20 days, and was again denied a visa. Then, he went to Australia and has been there for the past 6 years and has obtained Australian Citizenship. He is now trying to apply visitor visa to come to the USA for my graduation. I have two questions regarding his situation
1. Would his earlier student visa denial have any impact on his getting a visitor visa now?
2. He was filling out the application form and they have asked about whether US visa had been denied for the person earlier and how many times. Should he say once or twice? I ask this because he applied for student visa once and then resent the application for review again, which was also rejected. But, his Indian passport has been marked twice in the last page by the USA consulate.
Any help would be greatly appreciated.
