Obtaining a visitor's visa for a child

My daughter met a 10 girl in Jamaica last summer. She became a playmate for my grandchildren. My daughter and her husband would like to invite the little girl to spend part of the 2009 summer in the US. The girl's parents have very little means and they are also illiterate. What is the process to obtain a visitir's visa for the little girl? What are the chances?
