Visitor's Visa

My daughter and her husband (both US citizens) met a 10 year girl in Jamaica this past summer. She became a very good playmate for their 10 year old son and 8 year old daughter during their visit. They would like the little girl to visit them in the US during the 2009 summer. The little girl's parents have very little income and assets and are also illiterate. Is it possible that the US embassy in Jamaica would grant the little girl a visitor's visa? What would this process entails?
