Issuance fee for tourist visa

Hello: the state dept website (travel.state.gov/reciproc...India.htm) says issuance fee is $50 and also says Number of Applications: Multiple. Does this mean if both my parents are applying together they have to pay $100 issuance fees or just $50.00?
