Denial at Delhi, going for 2nd attempt

Hi,
My sister-in-law's visa got denied at Delhi on 10th. We are planning to apply again in a week's time.
I want to ask if the supporting document's of the sponsor are still valid or they need to be resent?
The officer has stamped "Application Received" and nothing else.. does that means it's denied under what category?

You don't need to send documents again.

'Application received' means denial. They never write denied.

If your circumstances have not changed, not much chance of getting visa again. However, luck factor of course applies.

Yes, circumstances have changed.
We have got a letter from a Senator and my sister was taking her child before, now she is not and we have included some property papers.
