visitor visa denied

My MIL was denied the visitor visa yesterday at Mumbai by hindi speaking lady officer. I had sent all the relevant papers. Only thing is that I have GC and my wife's 485 is pending. I had enclosed the 485 receipt notice. They haven't seen any of the docs. They asked who is sponsoring and why my FIL is not accompanying her. She answered he is retired and staying back to take care of the house and the son. They said she can't visit USA at this time and returned the passport. She was not given any written statement why is it denied. I don't understand what is the reason. Does anyone had the same situation?

I am planning to reapply now for both FIL & MIL. Any ideas?
