Is there a time limit for the first visit to US after getting the Visitor visa

My parents got their B1/B2 visa in Nov. Is is true that they should travel to USA by the approx time specified to the visa officer during the interview or can travel at any time?

Some one told me that the first time travel should be initiated within the approx month specified to the Visa officer during the interview. I strongly feel that it is incorrect but wanted to cross verify with you.

Your parents can visit you even on the last date of the expiry of the visitor visa. Their duration of stay in USA will be determined by the IO at POE.
