Mother and sister different states - State of Residence - Please clarify

My mother lives in Kerala and my sister (married and not dependent on my mother) lives in Hyderabad, Andhra. They plan to apply together for the US Visa. When I select my mothers detail and make the application with state of residence as Kerala, the online application does not allow me to make changes to state of residence for my sister. (The default is Kerala).

I also see that there is a potential issue if we misrepresent the state of residence. Anyone had this issue? Can you please share your experiences / advice.
