    My question: If someone comes over to the US on a visitor's visa and marries a US citizen, will they have to return to their home country for the immigration proceedings to be with their spouse in the US? What is the best way to proceed?

    It is considered fraud to enter US on a visitor visa with an intent to marry.

      With the intent to marry AND file for adjustment of status... not just to marry.

        Well, if a visitor mentions at POE that s/he is going to marry a USC, no matter whether they plan to adjust status or not, they will most likely be denied entry by all means.
