B2 Visa Advice

i am having a 10 yr valid B1/B2 USA Visa and travelled once in the year 2008.
iam from Maharashtra and got the visa from Mumbai consulate.
This year i booked a tour package from a leading tour opreator of india for three, My wife, Daughter and my self, from Hyderabad as it is the nearest metro city with the tour opreators office.
My wife is from Hyderabad and her passport is from Hyderabad but she is living in Maharashtra for more than two years with me since our marraige,so we applied for a visa from Mumbai consulate.But she got rejected 1 st time for unknown reasons we applied once again, this time
the visa officer denied her to issue visa from Mumbai and asked her to go to Hyderabad consulate.
Please do suggest me what to do?.
My doubt is when we are living in Mharashtra How can we go to Hyderabad consulate

My Daughter is 10 months old and recently 7 months back i have got her passport from Maharashtra, which the VO saw.She was carrying my IT returns which are filed from Maharshtra and some other doc, but the VO dint ask for any doc. what More docs she needs to carry?
as i booked the tour from Hyderabad SOTC the tour opreator wrote his Address for Delivery of Passport on VFS cover.
vo:Where do you stay?
Ans:She answered Accordingly my towns Name District ,and she said earlier i use to stay in Hyderabad but after Marraige i am in_____ town ______ District, Maharashtra

VO :Why did you write Hyderabad address(for delivery of passport) When you stay in Maharashtra ?
She replied : As we have booked tour from Hyderabad SOTC, Tour opreator has given His Address for Delivery

VO: Where will you Collect the Passport after getting the visa?
Ans: The Tour Opreator will collect it or one of my Family members (from Mothers side) will collect it

VO: we cant issue you the visa from here please go to Hyderabad consulate.
